May 22, 2019 Aktobe Medical Center hosted a plenary session of the International Scientific and Practical Conference "Public Health Protection: Policy, Science, Education, Practice in Primary Health Care"


At the conference, the Minister of Health of the Republic of Kazakhstan Yelzhan Birtanov made a report on measures to improve the quality of medical care. At the same time, the head of the department recalled that in order to address topical issues in the health sector on behalf of the First President of the Republic of Kazakhstan - Elbasy, the State Program “Densaulyk” for 2016-2019 is developed and implementing. The priority directions of the state program are the development of primary health care, improving the quality of emergency services, measures to reduce the shortage of personnel in polyclinics.

It was noted that at the level of primary health care the coverage of the population with screening programs was increased, programs for managing chronic diseases were successfully introduced. Coverage was more than 200 thousand patients, as a result of hospitalization from complications decreased by 2.5 times. 165 new primary health care facilities were created, more than 1 thousand medical sites were opened - this measures reduced the burden on the physician of primary care. The volume of financing of primary health care in the framework of the WVFMS increased up to 40%. Digitization of primary health care allowed to reduce the queue in clinics in 2 times. In order to improve the quality of the ambulance service, new standards have been adopted, vehicles have been redesigned and their navigation systems have been upgraded. As a result, the average time to reach the patient is reduced to 15 minutes. Pre-hospital mortality decreased to 0.4%, reported minister. Active work is underway to reduce the shortage of doctors. The Ministry amended legislation on mandatory three-year working out by graduates who studied at the expense of the state. Elzhan Birtanov particularly emphasized that akimats at the regional level should continue measures to retain young specialists in the field.
